Electronic voting in the School Council: current situation

School Council elections in public and charter schools in Catalonia follow the resolution published by the Department of Education in the DOGC before each renewal.

  • 2023 Call (Resolution EDU/3014/2023). Allowed electronic voting, remotely or in person, across all sectors. Public schools required prior authorization. Schools had to include the procedure in the School Council regulations and state it in the call.
  • 2025 Call (Resolution EDF/2520/2025). Did not provide for electronic voting. Voting in November 2025 was conducted in person.
  • Next renewal: Autumn 2027. We will see what the new resolution establishes.

The technical requirements in 2023 were demanding: ballot secrecy and full privacy, integrity, one vote per person, secure voter identification, traceability, transparency, universal and individual verifiability, and zero data sharing with third parties. ElectIQ was designed to meet them.

Private and charter schools are governed by their own bylaws and internal rules, which can be adapted to allow electronic voting if they see fit. At ElectIQ, we can offer guidance to make these changes as straightforward as possible.

How it works

To get started, you only need:

  1. The voter list, with a unique email address for each person.
  2. The list of candidates or ballot questions.

Each voter receives a personal link and can vote from a phone, tablet, or computer. Once voting closes, the tally is automatic.

All participants have access to a page explaining how vote secrecy is safeguarded and how they can verify that the result is correct.

PRACTICAL GUIDE: FAMILIES ON THE SCHOOL COUNCIL
Individual candidacies

Each candidate runs on an individual basis. There are no party lists or districts. Each sector (teaching staff, families, students, and administrative and service staff) votes separately.

Who votes?

The father and mother, or legal guardians, of each student. Each individual gets one vote, regardless of family structure.

How many candidates can be voted for?

At most, as many as there are seats to renew in that sector.

Family representatives in charter schools

Four. One can be appointed by the most representative parents' association at the school.

Family representatives in public schools

The number depends on school size. Each school's call specifies how many seats need to be filled.

FREQUENTLY ASKED QUESTIONS

How often is the School Council renewed?
The term for elected members is four years. Half of each sector is renewed every two years, during the first term of the school year.
Who sets the calendar?
The Department of Education, via a resolution published in the DOGC. The latest renewal began on October 27, 2025, and voting took place from November 17 to 21.
Which schools must hold elections?
All publicly funded schools (both public and charter schools). Non-chartered private schools are governed by their own internal organization.
Can votes be delegated or cast by mail?
No. School Council elections are personal, direct, and secret. Proxy voting and voting by postal mail are not permitted.
What about the PTA/AFA? Can it vote online?
Yes, provided the bylaws allow for it. The PTA/AFA is an association governed by the Civil Code of Catalonia. If the bylaws do not contemplate it, they can be amended in an assembly. Check out our guide for associations.
Is the ballot secret?
Yes. The system strictly decouples the voter's identity from the ballot content. No one, not even ElectIQ, can know how any individual voted.
